The Reported Iran–U.S. Memorandum of Understanding

Iran’s semi‑official Mehr News Agency has published what it describes as the finalized draft of a memorandum of understanding between Iran and the United States. According to Mehr and sources close to Iran’s negotiating team, the document contains the following terms:
Immediate and permanent cessation of war on all fronts, explicitly including Lebanon.
U.S. commitment to non‑interference in Iran’s internal affairs and respect for Iran’s sovereignty.
Full lifting of the naval blockade within 30 days.
U.S. withdrawal of forces from areas surrounding Iran.
Reopening of the Strait of Hormuz within 30 days under Iranian arrangements.
Suspension of sanctions on Iranian oil, petrochemical products, and derivatives, with Iran gaining full access to related financial resources.
Reconstruction plans totaling at least $300 billion to be presented by the U.S. and its allies.
A 60‑day negotiation period to reach a final agreement focused on nuclear issues and the complete lifting of U.S. primary and secondary sanctions, as well as UN Security Council and IAEA Board of Governors resolutions.
Reaffirmation of Iran’s NPT commitment not to produce nuclear weapons.
U.S. commitment not to add forces in the region or impose new sanctions during the negotiation period.
Release of $24 billion in frozen Iranian funds during the 60‑day negotiation period, with half released before talks begin.
Creation of a supervisory mechanism to oversee implementation of the agreement.
Final agreement to be approved by a UN Security Council resolution.
Final negotiations will not begin until three conditions are met: release of half of Iran’s blocked funds, suspension of oil sanctions, and lifting of the naval blockade. The final agreement will cover only enriched materials, enrichment limits, sanctions removal, and Iran’s economic reconstruction plan. Issues related to Iran’s missile program and support for regional resistance groups are explicitly excluded from the agenda.
A source speaking to Tasnim News added that the reopening of the Strait of Hormuz would begin after Friday and after the signing of the memorandum, and reiterated that the first clause requires an immediate and permanent end to military operations on all fronts, including Lebanon.
