How a Delaware company, a San Diego mansion, and a network of political operatives built a private American kill team for the UAE
A newly unsealed federal lawsuit has exposed something the United States has never wanted to confront. A group of former American special operations soldiers allegedly carried out targeted killings for the United Arab Emirates. The operation was run from inside the United States. It involved political targets in Yemen. And it was arranged with the help of a powerful political fixer who worked closely with the UAE’s leadership.
This is not speculation. The founder of the operation has already admitted publicly that the program existed.

The Men Behind the Operation
Abraham Golan
Golan is the founder of Spear Operations Group. He is a former commando who built the company specifically to offer offensive capabilities to foreign governments. He has openly stated that he ran a targeted assassination program for the UAE. His own words confirm the core of the lawsuit.
Isaac Gilmore
Gilmore is a former Navy SEAL who worked with Golan at Spear Operations Group. He has spoken publicly about the Yemen mission and confirmed that the team carried out a contracted operation for the UAE. He was part of the group that traveled overseas, planned attacks, and executed missions.
Mohammed Dahlan
Dahlan is a former Palestinian Authority security chief who later became a senior adviser to the UAE’s leadership. According to BuzzFeed’s investigation, Dahlan played a key role in arranging the deal between the UAE and Spear Operations Group. He was not acting on behalf of the Palestinian Authority. He was acting as a political operator for the UAE, helping secure the team and the mission.
These three men form the backbone of the operation.
Golan built it.
Gilmore helped run it.
Dahlan helped secure it.
A Company Built for Covert Work
Spear Operations Group was registered in Delaware. Its operations were run out of a seven million dollar mansion in San Diego. The company recruited former Navy SEALs and Army Special Forces veterans. The pitch was simple. High pay. High risk. No oversight.
The UAE was the ideal client. It had money. It had political enemies. It wanted deniability.
According to the lawsuit, the UAE paid the team about one and a half million dollars a month. Operators received bonuses for successful killings. They were flown overseas on private jets that departed from New Jersey. They traveled with explosives, weapons, and surveillance drones.
This was not a security detail. It was a kill team.
The Yemen War and the UAE’s Hidden Agenda
By 2015, Yemen had become a battleground for regional power. The UAE was deeply involved in the conflict. Publicly, it claimed to be fighting terrorism. Privately, it was targeting political opponents, clerics, and activists who challenged its influence.
This is where Dahlan’s role mattered. He had the political reach to connect the UAE leadership with a team that could carry out operations the UAE did not want tied to its own military.
Spear Operations Group became that team.
The Attack That Exposed the Program
One of the targets was Anssaf Ali Mayo, a Yemeni political figure who opposed the UAE’s influence in the country. According to the lawsuit, the team planted an explosive device at his office in 2015. The blast was meant to kill him and everyone inside.
He survived. Others did not.
Mayo fled Yemen soon after. He has lived in exile for ten years. He has been separated from his family. He has missed major life events. He has lived with the knowledge that a foreign government hired American trained soldiers to kill him.
His lawsuit is the first time the operation has been forced into public view.
A Legal System With No Guardrails
The United States has laws that restrict Americans from serving in foreign militaries or conducting assassinations. The problem is enforcement. There is no clear system to monitor what former special operations soldiers do once they leave the military. There is no licensing system for private military contractors. There is no oversight body that tracks lethal work done for foreign governments.
The operators reportedly tried to place themselves inside the UAE military to create a legal shield. Even that attempt failed. They continued anyway.
Despite public admissions and detailed allegations, no one has been criminally charged in the United States.
Not one operator.

The only legal action comes from the victim.
The Operators Who Walked Away
Several of the men involved now present themselves as security consultants. Their online profiles highlight their military service. They do not mention Yemen. They do not mention the UAE. They do not mention the attempted killing of a political figure.
The founder’s current location is unclear.
The company has been dissolved.
The money trail has gone cold.
A Warning About the Future of Warfare
This case is not only about Yemen. It is about the future of conflict. The United States has created a generation of highly trained soldiers. Many leave the military in their thirties. They have rare skills. They have families to support. Private military firms offer high pay and few rules.
Foreign governments know this. They know they can buy American expertise. They know the United States will not intervene. They know the legal system is slow and fragmented.

CHEMICAL WARFARE
At Columbia U, on Jan/19/24, two Israel Occupation Force soldiers were identified as two of the perpetrators in a chemical attack on anti-war students. The chemical spray, produced in Israel, is used by the Israeli military IDF on Palestinians to suppress protests against settler terrorists and the Israeli occupation. Both Israeli soldiers were current Columbia students. They were wearing keffiyeh disguises to spray protesters with a chemical weapon imported from Israel. Several of their victims were hospitalized for decontamination. Members of Jewish Voice for Peace reported being spat on and harassed by Israeli pro-war on-lookers. The soldier's names were hidden to protect their identity. The Israeli soldier-students weren't arrested for chemical warfare or even assault, but one who was suspended for a few months sued Columbia over his temporary suspension and was awarded almost half a million dollars ($395,000) by Columbia for his assaults on anti-war students. The Israeli soldiers apparently lied about the chemical spray, characterizing it as a novelty joke item of USA origin and its use by them simplyan expression of freedom of speech. A perversion of justice beyond cynical.
This is an instance of using the US Courts to reward Israeli soldiers using military weapons to attack US students in order to suppress their speech and their protests against genocide and ethnic cleansing. Despite being legal residents, students are too terrified to fight back - for good reason.
The student, (who deployed chemical spray) according to a document, is a Jewish-Hispanic immigrant who served in the Israeli army and holds both American and Israeli citizenship. A senior at Columbia, he was one of two students suspended by the university until the end of the semester for spraying the protesters at a demonstration on January 17th 2024. Their names are being withheld to protect their identity and protect them from personal criticism.

AI facial recognition software company Betar spokesman Daniel Levy says people on his list were identified using a facial-recognition tool called NesherAI created by Hawila's company, Stellar Technologies, located in his apartment in Brooklyn. The software's name is from the Hebrew word for “eagle.” Demonstrating the software, Hawila allowed the computer code to assimilate the upload of thousands of photos from social media accounts. The software matched a screenshot of a masked protester Hawila photographed at a recent demonstration with publicity photos of a woman who he was then able to identify.
