The organizers claimed that they had obtained final approval to carry on with the event, approval which was given by the Israeli authorities.
This is important since Israeli intelligence had already been given repeated warnings concerning Hamas preparing for a large-scale incursion. According to a report by Haaretz, Israeli military intelligence had a detailed document outlining Hamas' plan many months before the attack took place. The report stated that the document had been rejected by senior officials. Further warnings were provided by Egyptian intelligence, which informed its Israeli counterparts that "something big" was coming. Although Israeli officials downplayed the seriousness of the warning, the Egyptian sources maintained their statement.
Even though there had been such warnings, there was no evacuation order, no cancellation of the festival, no relocation, and no increased security at the site.
The festival's location is also recorded; it took place near the Re’im military base. Israeli media have confirmed that the resistance carried out the attack on the base first. This is in keeping with Hamas' own statements that their aim was at military personnel and not at civilians. Regardless of whether one believes Hamas or not, it is a fact that the festival was held next to a military target.
