EMS should not be calling the police! It can only end in someone getting seriously hurt or murdered. If they needed help holding the man, they could have called for more EMS - it was, after all, a medical emergency, NOT a matter for police.
Well, that's one totally unfit-for-duty hyper-ignorant cop surrounded by fellow officers too cowardly and irresponsible to stop him from doing something that at least SOME of them certainly knew full well was appalling "practice" and probably criminal. They are a disgrace to the badge and the profession.
